"Peculiarities of the construction market of Ukraine and the first experience of reconstruction"

🌐During the RECOVERY CONSTRUCTION FORUM 2.0, on November 14, 2023, in Warsaw, Poland, a discussion panel was held on the topic "Peculiarities of the construction market of Ukraine and the first experience of reconstruction".

 

👤It was moderated by Philip Crampton, President of European Construction Industry Federation (FIEC), who noted that recovery has already begun: "Ukraine has already begun to rebuild the infrastructure that was destroyed as a result of russian aggression. In the political field, Ukraine is moving towards joining the EU. The goal we all strive for is to rebuild a better Ukraine, adhering to international standards."

 

👤Gennadiy Farenyuk, Director of the State Research Institute of Building Structures, told about the institute's work: "For the past 20 months, we have been working on assessing the possibility of further exploitation of buildings after damage. It is possible, and such projects have already been implemented. But one of the main directions remains the issue of the development of a modern system of technical regulation in construction."

 

He described the peculiarities of Ukrainian technical regulation: "The gradual transition to the international system is underway. There is a branch of national standards and a branch of standardized European and international standards." Mr. Gennadiy also noted the importance of working on resolving conflicts between different standards, implementing international documentation and green standards.

 

👤Dr. Kit Miyamoto, Global CEO & Humanitarian Coordinator, Miyamoto Ukraine, presented the results of the company's work: "Last year we worked in various fields, in particular in engineering, building restoration. Ukraine has great potential, but no experience in reconstruction. We work with the State Agency for Reconstruction and Development of Infrastructure of Ukraine, with the European Union (EU), and other countries."

 

He spoke about his own experience of being in Ukraine: "You need to be in the country to understand the people, the country, their history. During the year in Ukraine, I was inspired by Ukrainians, I am glad to be a part of it, to return the normal conditions that every person deserves. It's not just about business", and he noted the need to take into account the innovation: "Asbestos was banned only recently, so it is almost everywhere. Many buildings have been destroyed and there is asbestos in them."

 

Kit Miyamoto emphasized the lack of equipment: “Now there is enough equipment, but the reconstruction has not even started yet. There will be a need for more equipment and materials to make Ukraine successful, to create jobs there. Factories are everywhere destroyed. Absolutely everyone is damaged. It is important to reinvest in the reconstruction of factories, to hire people there."

 

👤Natalia Diuzhylova, Deputy Head of the State Inspection of Architecture and Urban Development of Ukraine, has told about the regulatory framework of the construction industry: "We are moving very quickly on the way to the EU. The 305 regulation, according to which the entire EU works, has been implemented. Indeed, today we have two regulations, the previous one - directive 106, and 305. This happened because the war destroyed all plans. Our country is rapidly working on the implementation of new regulations. But many laboratory facilities were damaged during the war. There are not enough laboratories that could work according to the new standards. New equipment is also needed."

 

👤Anzhelika Livitska, Partner of the Arzinger law firm, spoke about the road map for foreign companies that want to open their business in Ukraine. The first point is that local legal support is necessary, since Ukraine is a new market for many. It is worth having a local partner who will help at least for the first year. The second point is to think over the corporate strategy, to create an office. The third is a restrictions: you should not cooperate with sanctioned companies, because this entails criminal liability, and of course, no business relations with the Russian Federation. Point four - it is forbidden to conduct business in the occupied territories: Crimea, part of Donetsk and Luhansk regions. It is also worth considering that part of the territory of Ukraine needs demining.

 

👤Pieter Staelens, Policy Officer, European Commission, DG GROW - Construction, Machinery and Standardisation Unit, told about the areas of work that directly affect the reconstruction of Ukraine. He cited examples of successful reconstruction: focus on infrastructure, cooperation with donors and local governments, introduction of innovations and reuse of materials. Mr. Pieter also emphasized the importance of publicity and transparency of all processes.

 

👤Yevgeniy Shakotko, Head of Regulatory Policy and Relations with State Authorities, Advantage Ukraine, listed construction materials in which investments are the most promising: glass, ceramics, steel, bricks, dry mixes. He also noted that investments in factories that produce building materials are needed, and he emphasized that there are various types of incentives for manufacturers of building materials, in particular, state support programs for industrial parks.
