On November 14, 2023, a discussion panel "Programmes of Support and Financing of Ukraine" was held as part of the RECOVERY CONSTRUCTION FORUM 2.0 in Warsaw, Poland.
The discussion was moderated by Domenico Campogrande, Director General of European Construction Industry Federation (FIEC).
👤Pierre-Arnaud Proux, Deputy Head of Unit, Ukraine Service DG Near (European Commission), presented the Ukraine Facility program, its directions of work and priorities: "It should not be just reconstruction, but reconstruction in a better way. This requires a lot of investment, public support, creating an environment for business and working on the implementation of initiatives."
Thus, the proposal of the European Commission is based on three components: the first - money that will go directly to the budget of Ukraine and will be spent according to the plan of the European Commission; the second component is a framework for investments in Ukraine, which will reduce risks, set priorities and create an attractive investment environment; the third - technical support for the implementation of the plan.
👤Anastasiia Kharlan, Senior Loan Officer, Enlargement and Neighbourhood, Ukraine Team EIB Global, assured that the team is constantly working to support Ukraine: "Back in 2014, the European Investment Bank invested in damaged infrastructure, continues to do so now, and will continue to provide support from the European Union".
Anastasiia Kharlan listed the sectors that receive the most assistance: transport, energy supply, municipal and social infrastructure, education, as well as small, medium and large businesses: "Together with investments, we develop European values. We closely cooperate with the European Commission, support various projects and continue to adhere to the basic principles of fair competition. We will be glad to see more new projects for the reconstruction of Ukraine."
👤Denys Gayovyi, Associate Director, Senior Banker, Sustainable Infrastructure Department of EBRD in Ukraine, spoke about the investments and grants provided to support Ukraine: "We are working to support all areas - food security, energy, housing infrastructure, business. Infrastructure needs special support now. It is necessary to restore according to the principle Build Back Better, and start now. A good example is Mykolaiv, where water supply from the Dnipro was restored."
👤Olena Voloshyna, Head of Operations of the International Financial Corporation (IFC) in Ukraine, emphasized the support and development of the private sector and told about the importance of exports for the Ukrainian economy: "Ukraine depends on exports. We support agricultural producers, provide technical support and business assistance. Two weeks ago, we worked on analytics to establish the role of private business in the reconstruction. We learned that almost a third of the necessary funds can be invested by private business. It depends on carrying out the necessary reforms."
👤Roderick van Schreven, Ambassador, Special Envoy Business and Reconstruction of Ukraine, Kingdom of the Netherlands, spoke about the areas in which investments he considers necessary, in particular, in mental health support, so that people who return home can recover. He also emphasized the importance of economic development and Ukraine's ability to export: "A clear framework is necessary for business. I'm glad to see the discussion between the government and business, I'm impressed by the high level of solidarity, and how well the private sector works."
👤Davide la Cecilia, Commissioner of the Ministry of Foreign Affairs of Italy for the Reconstruction of Ukraine, assured that Italy will continue to support Ukraine: "There are many things we can do now: rehabilitation, modernization, demining. It is clear that the reconstruction will begin later, but now we must be ready. We provide full military, humanitarian and economic support. We help refugees."
He noted that the private sector needs to be prepared for investments in reconstruction, in the restoration of the energy sector, infrastructure, etc.
👤Aleksandr Markushyn, the mayor of Irpin, described the experience of implementing projects together with European colleagues: "They only require transparency. We developed the project, passed all examinations, everything else was organized by our European colleagues. When the Government of Lithuania was renovating our kindergarten, we allowed them to conduct a tender procedure and they chose a Ukrainian contractor, because the problem is not that European companies cannot come, but that there are difficulties with insurance and the danger to the lives of their workers. But I don't see any problems for any company to come to us, many foreign companies work with us."
