During the second block of the Recovery Construction Forum 3.0, an open dialogue with the government focused on Ukraine's reconstruction.

 

✔️The dialogue was moderated by Piero Petrucco, President of the European Construction Industry Federation (FIEC).

 

He highlighted the importance of cooperation between Ukraine and European construction sectors and assured the Ukrainian side of FIEC’s full support. Mr. Petrucco emphasized that partnership in the construction sector could significantly contribute to the recovery of infrastructure and the development of Ukraine's economy, which is especially important on the path to European integration.

 

💬“FIEC reaffirms its unwavering support for the people of Ukraine, especially in light of the historic opening of negotiations for the country's EU membership. We will continue to support our Ukrainian member, the Confederation of Builders of Ukraine, in determining the best approach to the stages of recovery and reconstruction,” stated Piero Petrucco.

 

👤Andrii Teliupa, Deputy Minister of Economy of Ukraine, spoke about the reforms and plans for the restoration of Ukraine’s housing sector. 

 

According to him, the old model of housing construction no longer meets modern needs, and therefore new, efficient, and progressive approaches must be developed. One such approach is the "yeOselya" (eHousing) program, under which this year more than 10,000 families will receive new homes.

 

The government is actively working on the restoration of Ukraine's industrial potential. In particular, the construction of new industrial parks has begun, including in the western part of Ukraine, where enterprises relocated from occupied territories are now situated. 

 

Additionally, Mr. Teliupa emphasized the importance of building industrial parks where production facilities can be located. These parks are in demand both for the relocation of existing factories from frontline areas and for the creation of new production facilities. While this remains a significant challenge, the work continues. This year, a program for the actual construction of industrial parks, which had previously been "on paper," has already started. 

 

👤Kseniya Orynchak, Executive Director of the National Extractive Industries Association of Ukraine, spoke about the potential for the extraction of strategically important minerals in Ukraine.

 

She specifically noted that Ukraine is among the top 10 countries in the world for the production of raw materials such as titanium, kaolin, manganese, iron ore, graphite, zirconium, and uranium.

 

In 2021, the National Extractive Industries Association of Ukraine signed a Memorandum of Strategic Partnership with the European Union. This Memorandum outlines the joint development of critical raw material deposits and the construction of technological enterprises that require capital investment.

 

🗨️“Today, Ukraine is ready to offer minerals for the energy sector as well as construction raw materials. Only in Ukraine there are approximately 5,000 deposits of construction raw materials, with only 1,500 of them being actively developed,” stated Kseniya Orynchak.

 

👤Marcin Nowacki, Vice President, the Union of Entrepreneurs and Employers in Poland (ZPP), Member of the European Economic and Social Committee in Brussels (EESC), shared his experience in fostering collaboration between companies from various countries, including Poland, Ukraine, and the USA. He emphasized the significant differences in investment dynamics among companies of different sizes. Notably, medium-sized companies hold a unique competitive advantage as they tend to be more flexible in decision-making and can adapt faster to changing market conditions.

 

Mr. Nowacki highlighted the need for programs that support small and medium-sized enterprises (SMEs). He mentioned that the Ukrainian government is already actively implementing such initiatives, which positively impacts the development of entrepreneurship.

 

He also emphasized the Polish Union's readiness to support the implementation of Ukraine's digitalization policy, particularly in the area of permitting procedures.

 

Mr. Nowacki noted that for effective investor engagement and the creation of trust within the international community, it is crucial to ensure a clear understanding of investment-related issues. The Ukrainian government must consistently follow anti-corruption policies and continue its efforts toward harmonizing with European standards, as this will form a solid foundation for future agreements in the context of Ukraine's EU integration.

 

In conclusion, Mr. Nowacki stressed that globalization and economic integration open up new investment paths, which can positively influence regional markets' development. Cooperation between countries fosters business development, creates new partnership opportunities, and broadens horizons for medium-sized companies ready for active collaboration.

 

🤝During the Recovery Construction Forum 3.0, a Memorandum of Understanding was signed between the Confederation of Builders of Ukraine and the Polish Union of Entrepreneurs and Employers (ZPP).

 

📍The goal of the Memorandum is to consolidate efforts for the reconstruction of Ukrainian infrastructure and buildings that were destroyed due to the brutal russian aggression.
