🌐Reconstruction of Ukraine in 2025 and How the EU Contributes to This Process
The policies for Ukraine's reconstruction and the latest updates on macro-financial credit assistance from the European Union were discussed during the meeting of the FIEC-EIC Task Force “Ukraine”, held on January 23, 2025.
The meeting was opened by Kjetil Tonning, Head of the FIEC-EIC Task Force “Ukraine” and Honorary President of FIEC.
🔵 Priorities and Reconstruction Plans for 2025
At the beginning of the meeting, Roman Komendant, Deputy Head of the State Agency for Restoration and Infrastructure Development of Ukraine (Agency for Restoration), provided updates on Ukraine's reconstruction plans for 2025.
🌇 A significant focus will be placed on the construction of social housing, enabling Ukrainians to return home. The plan includes building 50,000 apartments for 150,000 internally displaced persons. The total project cost is €2.8 billion.
The apartments will not be subject to privatization and will remain social housing for at least 20 years. The project is self-sustaining and funded through rent payments for residential and non-residential premises. The use of local construction materials, energy-efficient solutions, and existing design plans will help optimize financial expenses.
🏗️ Another priority of the Agency for Restoration is rebuilding social infrastructure, including schools, kindergartens, hospitals, and private houses. Currently, the restoration of 14 social infrastructure objects, 27 streets and roads, 8 administrative buildings, and 521 private homes is underway.
Among other activities of the Agency for Restoration, Mr. Komendant highlighted:
🏗️ construction of solar power plants to supply critical infrastructure;
🏗️ building a water pipeline in Mykolaiv;
🏗️ ensuring uninterrupted logistics for military and humanitarian supplies;
🏗️ updating street lighting systems.
In 2025, the Agency for Restoration will continue its transformation to become a transparent, efficient, and accountable structure with clear functions and control mechanisms.
In particular, it plans to:
✔️ establish an international advisory board to provide recommendations on strategic infrastructure projects;
✔️ review the organizational structure;
✔️ implement control mechanisms aligned with EU principles and international standards;
✔️ update internal regulations and approaches to ensure legal compliance;
✔️ standardize the reporting system.
The digitization process will also continue to develop. Digital tools will optimize project management, increase efficiency, and improve control. Their use ensures data collection, analysis, and insights that help evaluate each initiative.
🔵Macro-Financial Assistance (MFA) loan from the EU
💰Kjetil Tonning presented updated data on the Macro-Financial Assistance (MFA) loan to Ukraine by the European Union. In early January, the European Commission disbursed the first €3 billion of an €18.1 billion Macro-Financial Assistance (MFA) loan to Ukraine. This loan is part of the G7-led initiative to provide €45 billion in financial support to Ukraine.
The purpose of the MFA loan is to address Ukraine’s urgent budgetary needs, ensure macroeconomic stability, aid reconstruction (including energy and infrastructure), and support military and defence needs.
In addition, the Commission is providing €148 million in life-saving assistance to vulnerable people displaced by the war (nearly 13 million people are currently in need of urgent assistance). This brings the total EU humanitarian aid allocated to over €1.1 billion.
🌐 The participants of the meeting also discussed the Ukraine Recovery Conference 2025, which will take place on July 10–11, 2025, in Rome, Italy.
Matteo Romitelli and Sergio Monti, Representatives of the Ministry of Foreign Affairs and International Cooperation of Italy, provided insights into the themes and objectives of the Ukraine Recovery Conference 2025. The primary focus will be on four areas: the business dimension and private sector, human resources, communities, and reforms alongside Ukraine’s EU accession.
The conference will cover sectors such as construction and infrastructure, energy, transport, education, and human capital development. Additionally, the active involvement of civil society, international and national businesses will be crucial for discussions.
They emphasized that the key goal of the Ukraine Recovery Conference 2025 is to develop a unified approach to Ukraine's reconstruction, showcase implemented reforms and modernization efforts, and identify experts and best practices for future recovery projects.
Piero Petrucco, President of the European Construction Industry Federation (FIEC), emphasized that FIEC will work on engaging the European construction community in participating in the conference.
🌐 Oleksandr Chervak, CEO of the Confederation of Builders of Ukraine (CBU), informed FIEC about CBU's plans for 2025, particularly regarding upcoming initiatives that could be implemented in collaboration with FIEC.
Mr. Chervak highlighted that the Ukrainian construction sector is open to cooperation with European companies. An especially effective approach involves organizing B2B meetings, where business representatives can showcase their activities and establish connections with international companies.
Kjetil Tonning also commented on FIEC’s initiative to participate in the restoration of one of the damaged social infrastructure facilities in Ukraine. He emphasized that the condition for this initiative is that the project executor must be a Ukrainian company. CBU will facilitate the implementation of this assistance by providing recommendations.
The next Task Force "Ukraine" meeting will take place on March 4, 2025.
