🌊 SBС В.2.4-3:2025 “Hydraulic Structures. General Provisions” has been updated

 

🗓️ On January 1, 2026, SBС В.2.4-3:2025 “Hydraulic Structures. General Provisions” came into effect, replacing the previous edition, SBС В.2.4-3:2010.

 

📑 The document establishes the basic requirements for the design, construction, reconstruction, and operation of hydraulic structures (HS), including dams, embankments, reservoirs, canals, hydroelectric power plants, pumping stations, and other facilities that interact with the aquatic environment.

 

🔎 In general, the standards are aimed at:

🔹 ensuring the reliability and safety of hydraulic structures throughout their entire life cycle;

🔹 standardizing design approaches in accordance with current regulatory requirements;

🔹 integrating environmental, technical, and safety aspects into design solutions.

 

🔄 What has changed compared to SBС В.2.4-3:2010:

 

🔹 Safety and reliability requirements for hydraulic structures have been strengthened

A comprehensive approach to safety has been established, including control of limit states, acceptable probability of accidents, and mandatory monitoring of the technical condition of structures.

 

🔹 Modern calculation methods have been introduced

The use of numerical methods and modeling is provided for, and for facilities with significant consequence classes, probabilistic methods for reliability assessment are also included.

 

🔹 Updated approaches to determining loads and actions

Actions (permanent, variable, emergency, seismic) and design scenarios are clearly structured for the various stages of a structure’s life cycle.

 

🔹 Issues related to the life cycle of facilities have been addressed

The standards cover not only design and construction, but also reconstruction, operation, and maintenance of gas transmission systems.

 

🔹 Requirements for automated monitoring have been introduced

For facilities in consequence classes CC2 and CC3, the implementation of early emergency detection systems and continuous monitoring of the condition of structures is required.

 

🔹 Environmental component strengthened

Requirements regarding environmental impact assessment, protection of natural resources, and integration of environmental protection measures into design have been incorporated.

 

🔹 Terminology and document structure updated

Standards have been harmonized with the current regulatory framework (SBС, State Standard of Ukraine, laws of Ukraine), and terms and definitions have been clarified.

 

📌 The adoption of the new version of the State Building Standards (SBС) is an important step toward improving the safety of hydraulic structures and implementing modern engineering approaches in design, which is particularly relevant in the context of Ukraine’s infrastructure recovery and development.
