🏗️ The Ukrainian Construction Market is Growing but Faces a Labor Shortage and Rising Construction Costs — Pro-Consulting
On August 5, 2026, during the analytical panel "Analytics of the Construction and Real Estate Market in H1 2026", organized by the CBU, participants discussed key trends and prospects of the Ukrainian construction market.
An overview of the current state of the industry for the first half of 2026 was presented by Yaroslav Kulikovskyi, a representative of Pro-Consulting. The analytics covered the main factors influencing the construction sector, the dynamics of work volumes, market structure, geography of new construction, issuance of permits, and key industry prospects.
📈 According to Pro-Consulting, the Ukrainian construction market continues to show positive dynamics. In 2025, the volume of completed construction works amounted to UAH 258 billion, whereas in 2024 it was UAH 220 billion, and in 2023 — UAH 175 billion.
💰 One of the most noticeable factors remains the increase in construction costs. According to Pro-Consulting, the construction price index in H1 2026 rose by 18%, while overall inflation was around 6%.
🏠 The "eOselya" program continues to play an important role in supporting residential construction. According to the review, the volume of lending under the program in H1 2026 increased by 45%.
👷 A key challenge for the industry remains the labor shortage. The need for qualified personnel directly affects the ability to implement construction projects.
⚡ At the same time, among the promising areas, experts highlight the construction of renewable energy facilities and energy infrastructure, the development of industrial parks, as well as tourist and hotel real estate in the western regions.
According to Pro-Consulting, in the short term, the construction market will continue to depend heavily on the security situation.
