🏗️ Employee Reservation in Construction 2026: What Changes Companies Should Consider in the Second Half of the Year
On August 10, 2026, the Confederation of Builders of Ukraine (CBU), jointly with the Olsten Partners law firm, a CBU member, held a webinar titled "Employee Reservation in Construction 2026: New Criteria, Risks, and Opportunities". Participants analyzed the current rules for reserving persons liable for military service, new criticality criteria for enterprises, changes regarding salaries and part-time employees, as well as practical opportunities for companies.
🎙️ The speaker of the webinar was Olesia Romanenko, legal strategist, attorney, and managing partner of Olsten Partners law firm. Her presentation focused on the changes that businesses must take into account in the second half of 2026, as well as the strategic preparation of companies for further revision of the criteria.
📌 One of the key changes highlighted by the speaker is the increase in the salary threshold for the majority of reserved employees starting from September 1, 2026. It will amount to three minimum wages — 25,941 UAH. For enterprises located and actually operating in designated frontline territories, a special threshold of 2.5 minimum wages, or 21,618 UAH, is maintained.
🔹 There are specific criteria by which the activities of construction enterprises can be recognized as critically important. These include the construction and repair of state roads, construction of CC2/CC3 consequence class facilities with 20 or more employees, reconstruction and restoration of border crossing points, and the protection of critical infrastructure.
🔹 The list also includes enterprises building or restoring housing for military personnel, as well as those implementing projects of the Restoration Agency or projects with international financing.
📊 According to the speaker, businesses should look at reservation not only as an opportunity to meet the company's needs until the end of 2026 but also to shape a strategy for 2027.
