✅ Update of construction rules in densely built-up areas: SBC В.1.2-12:2026
🗓️ On May 1, 2026, state building codes В.1.2-12:2026 “Construction in densely built-up areas. Safety requirements” will come into force, replacing the outdated version of SBC В.1.2-12:2008.
🏙️ New state building codes establish updated safety requirements for the construction, reconstruction, and technical re-equipment of facilities in dense urban areas. The codes are mandatory for all participants in the construction process, regardless of ownership.
📐 The document defines a set of requirements for pre-project studies, engineering surveys, design, and organization of construction works. In particular, it provides for mandatory inspection of the technical condition of adjacent buildings, underground structures, and engineering networks, as well as forecasting changes in natural and man-made conditions that may affect construction safety.
🔒 When designing facilities, the foundations and load-bearing structures of neighboring buildings must be protected, and regulatory standards for insolation, ventilation, and noise levels in adjacent areas must be observed. Particular attention is paid to solutions for the stability of excavation walls and the safe construction of foundations.
🚫 The design and technological documentation must identify hazardous work areas, which must not extend beyond the boundaries of the allocated land plot. If existing buildings fall within such areas, special protective measures must be provided for. Construction work without a work execution plan is prohibited.
🔎 Separately, the document provides for systematic monitoring of the condition of adjacent buildings and territories throughout the entire period of construction and the stabilization phase of the facility's operation. In the event of a threat to human life or the integrity of buildings, the construction manager is obliged to immediately suspend construction and take the necessary safety measures.
