💡 Updated State Building Norms B.2.5-28:2018 "Natural and Artificial Lighting": Safety and Energy Efficiency of Lighting Systems Enhanced
🗓️ As of January 1, 2026, Amendment No. 1 to State Building Norms (SBN) B.2.5-28:2018 "Natural and Artificial Lighting" has come into effect. It was developed by the State Enterprise "National Institute for Infrastructure Development" (a member of the CBU Board of Directors) and approved by the Ministry for Communities and Territories Development of Ukraine. The document clarifies the requirements for lighting design for buildings, territories, and transport infrastructure, harmonizing these norms with current state standards.
Overall, the changes are aimed at:
🔹 improving road safety;
🔹 unifying lighting requirements for road infrastructure;
🔹 increasing the energy efficiency of lighting systems;
🔹 harmonizing Ukrainian regulations with modern international standards.
🚏 The scope of the document has been updated. The norms clarify requirements for the design of indoor and outdoor lighting for buildings, adjacent territories, enterprises, parks, markets, and recreational areas, as well as road network facilities, highway tunnels, and high-accident locations (blackspots).
A new subsection dedicated to public highway lighting has been added. Specifically:
🔹 for the first time, lighting requirements have been defined for state and local highways, bridges, overpasses, ramps, service facility approaches, and railway crossings;
🔹 standard indicators for average road surface luminance and horizontal illuminance have been established depending on the road category.
🚸 Lighting standards have also been revised for arterial, district, local, and residential streets, as well as park roads, bicycle paths, and pedestrian walkways. Requirements for pedestrian crossing lighting have been strengthened: the illumination level for ground crossings is set to be at least 1.3 times higher than that of the roadway to improve pedestrian visibility.
📝 The document has also been supplemented with new terms, including: horizontal illuminance, average horizontal illuminance, road surface luminance, average road surface luminance, and dimming (lighting intensity control).
📍 Special attention is paid to energy efficiency: the use of LED luminaires or lighting fixtures with higher energy efficiency ratings is mandated, along with the possibility of using dimming systems under specified conditions.
🗃️ Several outdated tables, abbreviations, and appendices have been removed from SBN B.2.5-28:2018, including the appendix with coefficients for calculating annual average daily traffic intensity. Furthermore, the document updates the list of regulatory references to SBN and DSTU (State Standards) in the fields of road and tunnel design, residential and public buildings, and road lighting standards.
