💼 Business Engagement in Specialist Training and the Potential for Introducing New Qualifications
On January 14, 2026, with the participation of representatives from the Ministry of Education and Science of Ukraine and European experts, CBU organized the webinar "New Vocational Education: Opportunities for the Construction Industry" within the framework of the sequa project (led by Katharina Hartmann).
📍 The event was dedicated to the practical aspects of implementing the new Law of Ukraine "On Vocational Education," which significantly updates approaches to personnel training and regulates the interaction between vocational education institutions, students, and the enterprises where practical training occurs. For the construction industry, this opens new opportunities to influence the development of qualified specialists adapted to real labor market needs and reconstruction processes.
💻 Dmytro Zavgorodnii, Deputy Minister of Education and Science of Ukraine for Digital Development, Digital Transformations, and Digitization, outlined the reasons for creating and goals of introducing supervisory boards in vocational education institutions, emphasizing the need to strengthen the role of employers in shaping educational content and the strategic development of such institutions.
👷Iryna Shumik, Director General of the Directorate of Vocational Education of the Ministry of Education and Science of Ukraine, spoke about the state's approaches to overcoming personnel shortages and engaging business in specialist training in the context of Ukraine’s Euro-integration.
📄 Valentyna Radkevych, expert on vocational education for the "Vocational Synergy" project within the Skills4Recovery program and Director of the Institute of Vocational Education of the NAES of Ukraine, outlined the main changes introduced by the Law of Ukraine "On Vocational Education."
🎓 Heinz Rittmann, Deputy Director General of the construction associations of North Rhine-Westphalia (Germany), presented the features of dual education and the experience of implementing this model in Germany.
⚙️ Eckhard Schleberger, Private Sector Development Consultant, emphasized the need to establish systematic interaction between the state, education, and business as a key condition for forming an effective and market-oriented model of vocational education.
