🏭 Support for SMEs and Use of Frozen Russian Assets for Ukraine: Results of Task Force “Ukraine”

On January 13, 2026, a meeting of the Task Force “Ukraine” of the European Construction Industry Federation (FIEC) was held. The session was dedicated to Ukraine’s recovery, procurement market development, SME support, labor safety, and the utilization of frozen russian assets.

🤝 The meeting was moderated by Kjetil Tonning, Chair of the FIEC-EIC Task Force “Ukraine” and Honorary President of FIEC. He emphasized that Task Force “Ukraine” remains an effective platform for coordinating the efforts of European and Ukrainian partners.

🏢 During the meeting, Volodymyr Levkovych, Executive Director of the Centralized Procurement Organization (CPO) of SE "INFRAPROJECT," presented the role of the CPO in the recovery and procurement processes. The activities of the CPO foster competition, the involvement of modern technologies, and the high-quality implementation of projects.

📑 Jan Cherim, Vice Chair of the Executive Committee responsible for Europe, Middle East, and Africa at SEAF, presented the SEAF Building & Recovery Fund, outlining its key directions. The fund's Lviv branch is focused on supporting small and medium-sized enterprises (SMEs) in Ukraine.
🍃 Jovan Madjovski, Vice President of CEED Global, introduced the SGAI initiative, aimed at the ecological development of SMEs, particularly supporting Ukrainian and Polish companies in expanding their financial and technical capabilities.

🤝 Oleksandr Chervak, Executive Director of the Confederation of Builders of Ukraine (CBU), expressed CBU's readiness to participate in expanding SEAF's activities in Ukraine. The parties discussed areas of cooperation and further partnership coordination.

💰 Romain Guenrard, Economic and Legal Policy Officer at FIEC, provided an update on the status of using frozen russian assets. The option of direct usage is currently not applied due to legal risks and the complexity of the mechanism. The European Commission continues technical work, and the feasibility of decisions is being further evaluated.
