📐 Changes to DBN that will affect every project starting January 1, 2026

On December 29, 2025, a webinar titled "New Changes to DBN B.2.2-12:2019 'Planning and Development of Territories'" was held, dedicated to the practical application of Amendment No. 1, which comes into force on January 1, 2026.

👥 The event took place with the participation of Taras Lylyk, Vice President of the Confederation of Builders of Ukraine (CBU) and CEO of Expertline, and Olga Sydorchuk, Chair of the CBU Committee on Legislative and Regulatory Activities and Partner at Altelaw & Sempra.

The professional discussion was also joined by the developers of the original DBN edition — SE "Dnipromisto," which allowed for an examination of the changes from the perspective of both regulatory logic and urban planning practice.

💬 "During the discussion with experts, we concluded that the changes, which were initially perceived primarily as environmental, have become significantly more critical over time. In fact, Amendment No. 1 does not just clarify individual norms but presents a number of DBN provisions in a new edition, which significantly impacts the practice of planning and developing territories," emphasized Oleksandr Chervak, Executive Director of the CBU.

During the webinar, participants received clarifications on applying the new requirements in practice, key risks for projects, and aspects to consider at the planning stage to avoid mistakes once the changes take effect.

📌 Following the event, the parties agreed to collect additional proposals and practical questions regarding the new DBN edition. Based on these, the CBU Committee on Legislative and Regulatory Activities will hold a separate meeting and prepare consolidated proposals for further improvement of the document.
