📋 Legislative Update: Connection to Engineering Networks
📆 On December 23, 2025, an open meeting of the CBU Committees on Regulatory and Legislative Activity and on Development was held to discuss new changes initiated by the draft law on amending certain laws of Ukraine regarding the regulation of specific issues of connection to engineering networks.
The event was co-moderated by Olha Sydorchuk, Chair of the CBU Committee on Legislative and Regulatory Activity, Partner at Altelaw&Sempra law firm, and Anna Laievska, Chair of the CBU Committee on Development, CEO of SIGMA+.
📌 The purpose of the draft law is to unify the rules for connecting construction projects to engineering networks, create a transparent management and development system for engineering infrastructure, and implement a unified accounting of networks and their protection zones in state electronic and geoinformation systems.
🧾 During the meeting, participants discussed the key provisions of the bill, including:
- The transition from technical specifications to a connection agreement with clear terms, costs, and responsibilities of the parties;
- Definition of the operator of external engineering networks;
- Digitalization of network data;
- Responsibility for unjustified refusal or delay in connection.
Special attention was paid to the practical aspects of applying the proposed changes and their compliance with Ukraine's European integration obligations.
Following the meeting, the CBU will provide the text of the draft law to its members and will shortly submit its proposals to the presented document.
