Committee hearings on the topic: "Digitalization of design processes and expertise for the transparent recovery of Ukraine" were organized by the Committee of the Verkhovna Rada of Ukraine on State Building, Local Governance, Regional and Urban Development together with the Ministry of Communities and Territories Development of Ukraine and the Ministry of Digital Transformation of Ukraine.

 

🤝About 150 representatives of various bodies and structures took part in the committee hearings: people's deputies, representatives of the Office of the President of Ukraine, the Secretariat of the Cabinet of Ministers of Ukraine, central authorities, local self-government, experts, public organizations and representatives of the media.

 

During the event, digital solutions for design and expertise were presented, as well as ways to improve the quality of project documentation using digital tools were discussed. One of the key issues was digitization for effective examination of project documentation and the transfer of the State Register of Insurance Fund Documents to electronic format.

 

Among the main problems in planning and construction, the following were emphasized:

🔹Low-quality project documentation, which can lead to poor quality of buildings that are restored after the destruction caused by the war;

🔹Construction without taking into account energy efficiency;

🔹Inadequacy of facilities for groups with limited mobility;

🔹Ignoring the preservation of cultural heritage monuments and minimizing damage to the environment.

 

👤Olena Shuliak, Head of the VRU Committee on State Building, Local Governance, Regional and Urban Development, Head of “Servant of the People”, spoke about the factors affecting the quality of project documentation.

 

So, at the level of legislation, it is necessary to establish that project documentation for construction is developed in compliance with:

🔸requirement of urban planning documentation and source data

🔸target purpose of the land plot and restrictions on land use

🔸requirements of legislation, building regulations, national standards

 

Olena Shuliak indicated the grounds for the automatic refusal to submit project documentation to the Single Electronic System in the Construction Sector (SESCS):

🔹invalidity and/or inconsistency of qualification certificates of performers

🔹exceeding the maximum permissible height of the object, provided for by urban planning conditions and restrictions

🔹absence in the project documentation for the construction of the civil protection engineering and technical measures section (in certain cases)

🔹failure to enter/enter of incomplete information, invalidity of documents

🔹the presence of an objection by the relevant body regarding the issuance (authenticity) of the relevant document, a copy of which is entered into the (SESCS) at the same time as the project documentation

 

Regarding the insurance fund of the project documentation, Olena Shuliak said that objects of the class of consequences CC2 and CC3 should be put into operation only on the condition that the project documentation (including the working one) is submitted to the insurance fund. Also, the sending of project documentation in electronic format to the specialized institution of the insurance fund should be automatic (except for working documentation, documentation containing state secrets, documentation for objects of defense and of national significance).

 

👤Oleksandr Novytskyi, Head of the State Inspectorate for Architecture and Urban Development of Ukraine (DIAM), noted that digitalization is an integral companion of the inspection and said that the SESCS is a convenient tool that facilitates the process of putting objects into operation and makes it more qualitative.

 

☝️Mr. Novytskyi reported that there are some problems related to digitalization in the field of design and conducting examination of project documentation. DIAM faces these problems during the analysis of documents that are submitted for obtaining a permit to perform construction works, when correcting project documentation and before putting into operation completed objects. Imperfections in the system create bureaucratic obstacles, therefore, seeking to help customers, DIAM is open to suggestions and seeks to improve these processes to speed up construction cycles in Ukraine.

 

👤Ihor Vasyliev, Chairman of the Subcommittee on Digitalization of the Committee of the Verkhovna Rada of Ukraine on State Building, Local Governance, Regional and Urban Development, noted that over the past 4 years, all processes in the field of construction have been carried out through SESCS. In particular, more than 163,000 operations were carried out through this system (including through the Diya Unified State Services Portal). Mr. Vasyliev noted the work of the Digital Restoration EcoSystem for Accountable Management - DREAM, which includes all projects related to recovery. This ensures openness, speed and reporting of the reconstruction processes of Ukraine.

 

🗨️"I am sure that we will make a decision together so that designers and experts join the digitalization of construction," said Ihor Vasyliev.

 

👤 Taras Lylyk, Deputy Chairman of the Board of Directors of the CBU for the activities of expert organizations, CEO of EXPERTLINE, took part in the committee hearings, and spoke about the needs to comply with urban planning legislation and State building regulations when conducting an examination of construction projects.

 

Mr. Lylyk noted that in Ukraine, all documentation is contained in the SESCS, which is a very convenient tool for representatives of the construction community. He drew attention to the relevance of the project of the Electronic Journal of Author's Supervision, which was created with the aim of introducing electronic extracts from the journal of author's supervision regarding information on deviations from project decisions and simplifying the procedure for commissioning facilities.

 

🙌 Taras Lylyk also emphasized that Ukraine is a very modern country from the point of view of urban planning legislation and digitalization, therefore the priority should be compliance with this legislation.

 

🗨️He emphasized the importance of the responsibility of expert organizations: "It is terrible when the examination of an object of global significance for the country takes place in three days. It's very fast, but it's impossible", - and added that the biggest problem at the moment remains the non-compliance of market participants with legal norms without any effective responsibility for this.

Every step towards digitization is a contribution to stable development, transparency of processes and the recovery of Ukraine, which will not only rebuild our cities, but also lay the foundation for a qualitatively new future", concluded Olena Shuliak.

 

❗ Based on the results of the hearings and taking into account what was discussed, recommendations will be formulated on the basis of the Committee, which will be sent to the Ministry of Communities and Territories Development of Ukraine in the future.
