Discussion panel on the topic "Community reconstruction: opportunities, planning and innovations"

🌐During the Recovery Construction Forum Ukraine, within the framework of the block dedicated to community support: from service to opportunities, a discussion panel on the topic "Community reconstruction: opportunities, planning and innovations"  was held.

 

 

👤The moderator, Olena Koltyk, Head of the Ukraine Support Team (UST) coalition, co-founder of ReThink, emphasized that it is important to take into account the practical experience of communities and the implementation of plans on the ground.

 

 

👤Mykhailo Kohut, First Deputy Mayor of Mariupol, described the current situation in the city and presented a plan for the revival of Mariupol. According to the first stage of the plan, the rapid restoration of the city's critical infrastructure should take place within 18 months of deoccupation. The key projects that will ensure the basic life of the city are also determined - the restoration of the housing stock, water supply, heat supply and household waste removal.

 

💬 "More than a thousand high-rise buildings have been demolished," noted Mykhailo Kohut. - A network of YaMariupol (I Mariupol) comprehensive support centers has been created throughout the country. Currently, there are already 27 such centers in 17 cities. The main goal is to preserve the community and bring Mariupol residents back to life. Without the return of the community, the future of the city cannot exist."

 

 

👤Iryna Zakharchenko, Head of the Borodyanka territorial community, spoke about the current state of the community and what it was like before the full-scale invasion. She noted that the most restored houses were those that had less damage.

 

💬"We developed a plan to restore Borodyanka. We know where to start and what problems can arise, - Iryna Zakharchenko noted. - Borodyanka territorial community is an investment-attractive, self-sufficient community of the Kyiv region. The advantages of our community are a large number of unused territories, suitable for the location of industries, convenient geographical and infrastructural and logistical location."

 

 

👤Pavlo Kozyrev, Chairman of the Association of Small Cities of Ukraine, presented the activities of the association, in particular, in the field of recovery practices. Thus, communities have the opportunity to share their experience in matters of economic development, self-renewal, cyber security, energy efficiency. This allows communities to be "pumped up".

 

💬"Life forces us to rethink the future and our reactions to what is happening. We must move. And the Association of Small Cities of Ukraine has a tool that helps, among other things, to implement innovations," said Pavlo Kozyrev.

 

 

👤Ivan Slobodyanyk, Executive Director of the All-Ukrainian Association of Communities, named one of the key issues of recovery complex-spatial plans, which are mandatory for all communities since 2025. He noted that the cost of such plans today is unaffordable for communities.

 

💬"There are two types of communities. The first are those that suffered, those that were occupied and need restoration. The second are communities that have some sort of safety. They have their own problems - overload due to internally displaced persons", - explains Ivan Slobodyanyk.

 

 

👤Tetyana Melnyk, Expert on Municipal Infrastructure Restoration of the Association of Ukrainian Cities, spoke about the role of the association in the restoration of communities, in particular, providing analytical support and finding ways to solve problematic issues.

 

💬 "Different communities have different problems. According to the legislation, the goal of recovery is to ensure the return of internally displaced persons and refugees and to create favorable conditions for business entities. But we must understand that not only physical recovery is necessary, but also economic recovery. Local self-government bodies play a significant role in this as well," Tetyana Melnyk notes.

 

 

👤Nadiya Bondarchuk, technical expert of UNDP GTP, coordinator of the project "Quality guarantee for the UNITED24 initiative" for the restoration of damaged multi-apartment residential buildings in the Kyiv region, informed about the conditions of participation in the program for the restoration of Ukraine, within the framework of which the projects will be financed on an irrevocable basis as a subvention. She reminded that the availability of project documentation, co-financing from local budgets, communal ownership of objects and consideration of public interests are important.

 

💬 "Priority is given to objects of social and critical infrastructure," Nadiya Bondarchuk emphasized. - And this year, priority was given to projects costing up to 5 million euros. This is a proposal and requirement of the European Investment Bank. However, the amount can be increased to 10 million euros."

 

 

👤Serhiy Kubakh, Head of the Land Reform Department of the USAID Program for Agricultural and Rural Development (AGRO), emphasized the role of spatial planning in the reconstruction of community territories. Among the advantages: a transparent mechanism for taking into account interests, determining the directions of holistic development, attracting additional income and investments, simplifying permit procedures, reserving territories for future urban planning needs, ensuring efficient land use, saving at least 30% of funds and meeting the social needs of the population.

 

💬"Today it was said several times that the recovery should be planned, so that there is no chaotic construction. Since resources are limited, time is limited, it is necessary to determine priorities", Serhiy Kubakh emphasized.

 

 

👤Liana Khorovytska, Regional Director of CORE Response in Ukraine, presented the organization's activities in Ukraine. CORE Response is engaged in integration and shelter for internally displaced persons, reconstruction of damaged houses and emergency assistance in frontline regions. The organization also pays attention to the establishment of water supply and food security.

 

💬"At the beginning of the full-scale invasion, there was great chaos, no one knew how to help. We went and asked, talked to people. Currently, we have two directions: the continuation of emergency aid and the comprehensive reconstruction of communities. It is important for us to provide point-of-care assistance," said Ms. Liana.

 

 

👤Yevhenii Shakotko, Regulatory & Government Relations Lead of Advantage Ukraine, talked about the involvement of the private sector and what additional tools there may be, in particular, in cooperation with foreign partners. He also reviewed government incentives currently offered to investors: industrial parks and “investment nannies”.

 

💬 "The work of the private sector in the context of reconstruction is built primarily in the context of trade, in the context of the supply of its solutions, its goods and in the opportunity to invest, create production facilities", Yevhenii Shakotko said.

 

 

👤Pavlo Pokhalchuk, General Director of Miyamoto International Ukraine, presented the company's activities in Ukraine and its participation in the restoration of the destroyed. Thus, since September 2022, specialists from Miyamoto Ukraine have inspected and assessed the scale of destruction of 30,000 facilities and rebuilt 5,000 facilities. Also, the company has developed a program for the management of industrial and construction waste, including hazardous and asbestos-containing waste, and has prepared a guide on the Rules for conducting work in buildings containing asbestos.

 

💬"We systematically cooperate with large communities. We understand the criteria by which donors communicate with communities. You can contact us for consultation on the topic of communication with donors", said Pavlo Pokhalchuk.

 

Panelists discussed where communities should start, in particular, within the framework of developing a comprehensive recovery plan. Representatives of foundations and international organizations told what tools and mechanisms they use to support and rebuild communities and where they start.
