🌐Discussion panel on the topic "Technical regulation and reconstruction standards"

🌐During the Recovery Construction Forum Ukraine, a discussion panel on the topic "Technical regulation and reconstruction standards" was held as part of the block "Starting reconstruction processes: regulation and innovation".

 

 

👤The discussion was moderated by Oleksandr Chervak, Executive Director of the CBU, who noted that the implementation of innovations, the use of modern technologies, the modernization of technological regulation and the improvement of standards can make the reconstruction of destroyed objects and the restoration of communities a fast, high-quality and effective process.

 

 

👤Svitlana Berzina, President of the NGO "Living Planet" - executor of the GIZ project, presented the project's activities in Ukraine and the process of implementing the "Build Back Better and Greener" principle. She presented the second updated edition of the Methodical Guide "Methodical Recommendations - Basics of Design and Reconstruction of Energy-Efficient Buildings of General Secondary Education Institutions with Improved Environmental Characteristics" (2024).

 

💬"This is all based on the new European Bauhaus, which adheres to the principle of "energy-efficient, in accordance with EU standards, safe, taking into account the entire life cycle of the building." We are working on these tools”, Svitlana Berzina said.

 

She also noted that the life cycle assessment allows taking into account the potential for improvement, the integrity and efficiency of projects: each building as a system goes through the chain of raw materials - material - product - element - construction - building and is subsequently subjected to renovation or replacement with subsequent dismantling and disposal.

 

 

👤 Oleksii Leshchinskyi, Founder of the Thermal Energy Cluster of Ukraine, Chairman of the Construction and Architecture Committee of the Union of Ukrainian Entrepreneurs (SUP), founder of the EnginUP group of companies, informed about the current problems in the field of thermal energy, which the cluster faces when helping communities. In particular, he described how communities use modular boiler houses, etc. 

 

💬"It should be taken into account that our productions, unfortunately, are not ready for a quick transition to European standards. On the other hand, I agree that Build Back Better should be. There must be a principle of reasonableness. But the request from the communities, sometimes, goes to the price and the speed", - Oleksii Leshchinskyi noted.

 

 

👤 Artem Bezuglyi, Director of the State Enterprise "National Institute for Development Infrastructure", told how to speed up the implementation of innovations in construction. It is important to use active communication; improvement of regulatory regulation - creation of an adequate regulatory framework for the introduction of innovations (building regulations, harmonization of EN, etc.), improvement of the pricing system in construction; scientific and technical support for the implementation of innovations at the stage of design and implementation of construction works.

 

💬"Of course, we discuss a lot various new technologies, innovations and trends. Of course, we know about them, it's energy efficiency, and green construction, and the use of waste, and intelligent systems. Many innovations are being implemented in the field of infrastructure. But all the suppliers of new materials and technologies and, in fact, those who want to bring innovations, always have a question about how to do it", Artem Bezuglyi emphasized.

 

 

👤Gennadiy Farenyuk, Director of the State Enterprise "State Research Institute of Building Constructions", presented the current state of the system of technical regulation of the construction industry of Ukraine. He noted that the main requirements for buildings and structures are to ensure mechanical resistance and stability, fire safety, hygiene, health and environmental protection, accessibility during operation, protection against noise or vibration, energy saving, energy efficiency and sustainable use of natural resources.

 

💬"Regarding achievements, we have a clear hierarchy, and a clear system of technical regulation norms and standards has been created, Gennadiy Farenyuk said. - When we talk about the ratio of 2,000 current national standards and 3,000 normative documents of the harmonized branch, we now have a large number of competing standards that set different requirements for the same products”.

 

 

👤Svitlana Reva, Vice President of the Interstate Consultants Engineers Guild, informed about the expectations of European engineering companies regarding standards and practices during the reconstruction of Ukraine, the challenges facing their local Ukrainian partners and authorities, and new Ukrainian professional standards.

 

💬"The first thing we hear about is that in our state of war, insurance companies do not insure economic risks. Companies are ready to enter our reconstruction facilities only when the insurance is in place," - Svitlana Reva emphasized. - "There is also a thesis about protecting companies from corruption and money laundering. They hope that this protection will be ensured through the use of modern standard contracts and other global practices that promote transparency in the implementation of projects."

 

 

👤Zoryana Tikhonchuk, Creative director of IRS, a visionary of the modernization of Ukrainian communities, presented the activities of the IRS, which was founded after the de-occupation of the Kyiv region, as a response to large-scale destruction, in order to start recovery processes.

 

💬"We involved the public. We are very proud of this project. 8 specialized public committees were created, which closely interacted with the city authorities and relevant departments. Each of these committees developed solutions, projects and measures necessary for the development strategy of the Irpin territorial community. As a matter of fact, this document has already been read and reviewed by representatives of the Council of Europe”, Zoryana Tikhonchuk noted.

 

 

👤Tetiana Sytnyk, Head of the B2B and strategic research department of the CBR company, presented economic trends in construction. According to her, the share of construction in GDP in Ukraine is one of the lowest in Europe. However, in the course of successful reconstruction, it will grow. Reconstruction is an opportunity to attract investment, introduce the best technologies and improve the quality of construction. The top 5 problems that construction companies are currently facing are a lack of workers, a drop in demand, a lack of working capital, an increase in material logistics costs, and supply disruptions.

 

💬"There are very high expectations for reconstruction, that it should happen quickly, that it should happen better. This will require substantial mobilization of resources, overcoming obstacles, and rapid introduction of new technologies from the construction industry," Tetiana Sytnyk said.
