🏗️ Government Launches Framework Agreement Mechanism for Public Procurement in Recovery Projects

🏘️ The Cabinet of Ministers of Ukraine has introduced an experimental procurement mechanism for recovery projects through framework agreements. The resolution will remain in effect during martial law and for 12 months after its conclusion, but for no longer than 2 years.

Specifically, the framework agreement mechanism is being implemented: the customer pre-qualifies a list of contractors, among whom subsequent procurements for specific reconstruction sites are conducted quickly.

Additionally, the duration of procurement procedures is being reduced, allowing for a faster launch of recovery projects for housing, social, and engineering infrastructure.

Procurements within this mechanism may cover:
🔹 new construction;
🔹 reconstruction;
🔹 capital repairs;
🔹 dismantling;
🔹 design;
🔹 technical and author’s supervision;
🔹 engineering surveys;
🔹 "turnkey" project implementation.

Companies that pass the qualification selection and confirm compliance with the established requirements are eligible for the framework agreement. Procurements will be conducted via the Prozorro electronic system, which is to be adapted for the new mechanism within two months.

To evaluate proposals, not only price will be considered, but also other criteria—execution timelines, guarantees, staff qualifications, quality of solutions, and work organization.

💰 The resolution also provides for the possibility of attracting funding from state and local budgets, international financial organizations, investors, and international aid programs.
