🤝 How Businesses Can Cooperate with the State in Community Reconstruction: The Experience of Rebuilding Yahidne Village

On February 19, 2025, within the framework of the thematic panel "Community Reconstruction Policy: 2024 Summary and 2025 Priorities," Ihor Platonov, Owner of LLC "UKRAINIAN-EUROPEAN COMPANY "DIAMANT", spoke about the results of reconstruction using the example of completed work in Yahidne village.

📍 The company "DIAMANT" was founded in 2018 and, at the beginning of the full-scale invasion, worked exclusively in the commercial market. However, as the commercial market declined, the team decided to work with state tenders and joined the reconstruction of Ukraine.

Yahidne village is located 10 km from Chernihiv and was under occupation for a month.

🏗️ The company took on the village’s restoration in 2023, working even on household facilities that were not included in the initial program.

Currently, 95% of the sites are undergoing restoration work, including façade repairs, installation of blind areas, window replacement, and new construction.

☝️ Additionally, "DIAMANT" has committed to delivering the first 40 houses "turnkey" by March 31, 2025, so that people can move into their homes as soon as possible.

🤝 Ihor Platonov spoke about the collaboration process with the State Agency for Restoration and Infrastructure Development of Ukraine (Restoration Agency).

💬 "We did not understand how to work with the state because we come from the commercial market, and everyone in the commercial market knows that working with the state involves specific relations. But honestly, we were pleasantly surprised to see that working with the Restoration Agency was different," said Mr. Platonov.

According to him, the Agency helped the company with documentation, eliminating poor-quality projects, and providing support in all areas where inaccuracies could arise.

✅ Given funding challenges in 2024, "DIAMANT" carried out all work at its own expense. However, the state later fulfilled all its obligations and paid the funds.

💬 "We all understand perfectly well that the most important asset in construction is people — skilled professionals. They need a guarantee that when they arrive at a construction site, they won’t be taken away tomorrow, and everything will be fine. So, if the state continues to fulfill its obligations and provide such support, I believe the commercial market will quickly join the reconstruction, and it will happen faster," summarized Ihor Platonov.
