Meeting of the CBU Working Group on “Licensing in Construction”

🌐February 13, 2024, a meeting of the CBU Working Group on “Licensing in Construction” was held.

Since the issue of licensing is extremely relevant and arouses the interest of business, based on the results of the roundtable discussion held by the CBU together with the State Inspectorate for Architecture and Urban Development of Ukraine, it was decided to create a Working Group of the CBU on Licensing in Construction.

👤The meeting was attended by Lev Partskhaladze, President of the CBU, Anatoliy Berkuta, Vice-President of the CBU, OLEKSANDR CHERVAK, executive director of the CBU, Leonid Koretsky, representative of "Trest Zhytlobud-1", members of the Board of Directors of the CBU: Yuriy Sidenkov, director of the Univer, Olga Sydorchuk, head of Sempra Law, Valery Kotlyar, director of Bark Systems LLC, Andriy Dyachenko, deputy director of Misk Bud LLC, Olena Shtohryn, managing partner of Dictio Law Firm, Tetiana Storozhuk, Senior Associate, Real Estate & Construction of Integrites, Maksym Potyuk, owner of LLC Salon "Architecture.Build.Dezign.", Denis Otroshchenko, representative of Arzinger.

During the meeting, they discussed the draft resolution of the Cabinet of Ministers of Ukraine "Certain issues of licensing the construction of objects, which by the class of consequences (responsibility) belong to objects with medium (СС2) and significant (СС3) consequences" and proposals from the CBU regarding its content.

🔹The most important issue was the need to create a list of types of works that supposed to be object of licensing, and the impracticality of using types of economic activity for licensing.

🔹Discussed the issue of applying personnel criterion. The meeting participants agreed that the qualification of employees should be the determining criterion for obtaining a license. They separately noted the importance of attracting specialists who have proofs of qualifications, relevant documents and work experience. In particular, they discussed issues of modern education and educational programs. Today, the construction industry is experiencing a significant shortage of workers: some have gone abroad, some are defending Ukraine.

🔹Discussed the expediency of other criteria, such as the company's experience, material or technical base, and reputation.

It was decided to hold another meeting next week to discuss the above-mentioned issues and submission of proposals from the CBU.
