🤝Reconstruction of Ukraine: Cooperation Between Spanish and Ukrainian Companies
On May 8, 2025, SERCOBE, together with the Confederation of Builders of Ukraine (CBU) and with the support of the Embassy of Ukraine in Spain, held an event aimed at establishing effective cooperation between Ukrainian and Spanish companies in the field of construction and infrastructure reconstruction in Ukraine.
🌐 The event was opened by José Ignacio Mora, Director General of SERCOBE, and Rafael Alvarez de Toledo, Export Director of SERCOBE. They presented the key areas of the association's work, its role in representing industry interests before public and private institutions, as well as its participation in advisory bodies at the national and European levels. They emphasized the potential of the Spanish engineering and construction sectors to participate in Ukraine's post-war reconstruction.
💬 "As Spanish companies, we will first of all try to implement concrete projects. I hope they will be successful. We are very pleased with this opportunity to cooperate in the reconstruction of Ukraine," José Ignacio Mora stressed.
💰 Beatriz Reguero, Chief Operating Officer State Account Business at Cesce, spoke about financial instruments that can support international operations. She emphasized that Cesce is one of the main official instruments for supporting the internationalization of Spanish business, providing exporters with competitive financing conditions, risk insurance, access to guarantees, and incentives for investments in strategic sectors.
In particular, a credit line of €30 million for exports to Ukraine was announced, with the possibility of using buyer credits, supplier credits, and coverage of documentary operations.
🔍 Maria Valero, Director of International Business at Banco Santander, spoke about banking financial lines for reconstruction projects in Ukraine. She highlighted the importance of promptness, transparency, and a client-oriented approach in the bank's work with international partners, particularly in the dynamic situation in Ukraine.
🌐 Oleksandr Herasymiuk, First Secretary for Economic Affairs of the Embassy of Ukraine in Spain, outlined the strategic priorities for the restoration of critical infrastructure, particularly in the energy, digitalization, agriculture, and construction sectors. He emphasized the creation of a favorable investment climate: investors have access to tax and customs benefits, subsidies, technical support, as well as guarantees from international insurance agencies covering war risks. Special attention was given to the Ukraine Facility program — €50 billion for 2024–2027 — as a key source of support for large-scale reconstruction projects, where the private sector can play a significant role, covering up to one-third of needs.
🤝 The President of CBU, Lev Partskhaladze, thanked the Government and people of Spain for their unwavering support of Ukraine. In his speech, he outlined the main areas of CBU’s activities and stressed that the Ukrainian market is open to international cooperation:
💬 "We strive to engage foreign partners, create new paths for cooperation, and demonstrate the potential and capabilities of our companies. Today, there are favorable conditions in Ukraine for industrial parks, including exemptions from VAT and duties on equipment."
He also invited Spanish colleagues to participate in the Recovery Construction Forum 4.0, which will be held in Warsaw.
During the meeting, Ukrainian companies presented their experience, expertise, and readiness for cooperation.
🏗️ Olha Heliukh, Deputy Director of LLC "CONSTRUCTION CORPORATION GERZ", spoke about infrastructure projects implemented by the company with the support of such international financial institutions as the EIB, NEFCO, IFC, and EBRD, particularly in healthcare, education, and social welfare.
🏗️ Olena Gryb, representative of LLC "I.C.C. DEVELOPMENT", presented the company as one of the leaders in residential and commercial construction. Over the past seven years, the company has won more than 400 tenders worth over 2 billion UAH. Thanks to its strong technical fleet and professional team, the company is capable of performing construction work quickly and efficiently.
🏗️ Sergii Fedorik, Managing Partner of KEY Group, presented the company as a reliable engineering partner with experience in managing complex projects in the commercial and industrial sectors. KEY Group also specializes in consulting, auditing, and transforming development companies.
🏗️ Oleh Savchenko, Deputy General Director of Ligret Group, spoke about the group's 13 years of experience in the energy sector, implementation of alternative energy projects, construction of solar power plants, as well as providing design and commissioning services for energy facilities.
The event demonstrated the high level of interest of Spanish companies in cooperating with Ukraine. For Ukrainian businesses, it became a unique platform to showcase their capabilities, establish new contacts, and form long-term partnerships that will contribute to Ukraine’s recovery.
