🌐 RECOVERY CONSTRUCTION FORUM 4.0 – Ukraine’s reconstruction at the international level

 

📅 On 13 November 2025 in Warsaw, within the framework of the ReBuild Ukraine exhibition, the Recovery Construction Forum 4.0 was held, bringing together around 500 representatives of government, business and international organisations. Participants discussed Ukraine’s reconstruction strategy, resource coordination and partnerships between the state and the private sector.

 

💬 In his welcome remarks on behalf of the organisers, Oleksandr Chervak, CEO of the Confederation of Builders of Ukraine (CBU), underlined:

 

“The reconstruction of Ukraine requires not only resources, but also coordination, a professional approach and partnership between the state, business and international organisations. Only through joint efforts can we create effective, sustainable and innovative solutions for restoring the country’s infrastructure and housing stock.”

 

Participants were also welcomed by Yaroslav Yashchenko, Co-Head of the ReBuild Ukraine exhibition, who stressed the importance of moving to practical action now:

 

“We do not need to wait until the war is over – the reconstruction process is already under way. Some of the communities that were de-occupied in 2022 are already actively rebuilding.”

 

🌐 The event opened with an open dialogue with government representatives moderated by Lev Partskhaladze, President of the Confederation of Builders of Ukraine (CBU).

 

💬“Today we are talking not just about reconstruction. Our key question is how to build the right recovery strategy – one that is effective, transparent and modern,”

– emphasised Lev Partskhaladze.

 

🏛 Olena Shuliak, Head of the Verkhovna Rada Committee on State Building, Local Governance, Regional and Urban Development, outlined the government’s vision for the strategic direction of reconstruction and the key managerial steps already being implemented for the country’s systemic development:

 

“The state is building a three-tier system of project portfolios – national, regional and local. More than 140 major projects have already been added at the national level: from energy and district heating to water supply systems and social housing. Each of them can be seen on the website of the Ministry of Finance of Ukraine. Reconstruction is no longer an abstraction – it has a map, deadlines and coordinates.”

 

💼 International representatives – Erkki Keldo, Minister of Economy and Industry of the Republic of Estonia; Ivan McKee, Minister for Public Finance in the Government of Scotland; and Jacques Gerber, Delegate of the Swiss Federal Council to Ukraine, Ambassador – underlined the importance of engaging the private sector, stimulating investment activity and using European standards in the reconstruction process.

 

First panel discussion: instruments to stimulate reconstruction

 

The first panel discussion, moderated by Piero Petrucco, President of the European Construction Industry Federation (FIEC), focused on instruments to stimulate the reconstruction of Ukraine and opportunities for the construction sector.

 

The discussion brought together representatives of business, international and state organisations:

👤 Ihor Knyazev, Principal Banker, Sustainable Infrastructure Group, EBRD

👤 Yehor Farenyuk, Director, State Institution “Energy Efficiency Fund”

👤 Serkan Misirlioglu, Vice President, Dogus Construction

👤 Tetiana Korotka, Deputy Business Ombudsman of Ukraine

 

The speakers highlighted the role of regions in financing programmes, the need for an even allocation of resources and support for Ukrainian companies.

 

Second dialogue with government representatives

 

The second dialogue with government representatives was moderated by Kjetil Tonning, Chair of the FIEC–EIC Task Force “Ukraine” and Honorary President of FIEC, who stressed the importance of involving European programmes in Ukraine’s reconstruction.

 

Maryna Denysiuk, Deputy Minister for Communities and Territories Development of Ukraine, emphasised the need to restore the destroyed infrastructure and housing stock by implementing sustainable and energy-efficient solutions that meet modern standards and take into account the needs of future generations.

 

💰 Gabriel Blanc, Team Leader – Reconstruction Policy and Ukraine Investment Framework (UIF), Ukraine Service, European Commission, outlined the approach to the effective use of resources and mobilisation of investment.

 

Iryna Gioane, First Deputy Head of the State Inspection of Architecture and Urban Planning of Ukraine, presented the results of digital reforms in permitting procedures in construction, focusing on transparency and digitalisation of processes.

 

Nataliia Diuzhilova, Deputy Head of the State Inspection of Architecture and Urban Planning of Ukraine, outlined plans to increase transparency and strengthen market surveillance of construction products.



Final panel: new housing policy for Ukraine’s reconstruction

 

🌐 The concluding discussion panel, moderated by Anna Laievska, Head of the CBU Committee on Development and CEO of SIGMA+, was devoted to a new housing policy for Ukraine’s reconstruction.

 

Participants discussed the role of the state and private business in implementing housing programmes, European experience with social housing for the recovery of war-affected regions and other pressing issues.

 

🛠 Artem Rybchenko, Deputy Minister for Communities and Territories Development of Ukraine, underlined the importance of practical and rapid reconstruction and of a comprehensive strategy for the country’s recovery.

 

In her video address to forum participants, Nataliia Kozlovska, Deputy Minister for Communities and Territories Development of Ukraine, stressed that the reconstruction of Ukraine is possible thanks to close cooperation with international partners who play a key role in supporting critical projects.

 

Ihor Huda, Founder of KREATOR-BUD, outlined ways to engage the private sector and construction companies in increasing construction volumes, reviving the market and providing the necessary stock of private and social housing:

 

“The state must work together with business – this will solve many urgent problems, from an oversupply of unfinished buildings to the shortage of private and social housing.”

Experts pointed out the critical housing deficit, the need for modern rental models, the importance of developing energy efficiency and integrating new standards into construction. Representatives of international organisations shared their experience and ongoing initiatives in Ukrainian communities.
